公共机构节能倡议书

全市各公共机构及干部职工:

为贯彻落实《公共机构节能条例》，积极响应我市公共机构节能宣传月“携手节能低碳，共建绿色茂名”号召，提高能源资源利用效率,发挥公共机构在全社会节能中的表率作用，特向全市各级公共机构及广大干部职工提出以下倡议:

一、自觉增强节能责任意识

积极宣传贯彻公共机构节能法律法规,切实增强节能责任意识,努力形成“人人讲节约、处处见行动”和“节约能源光荣、浪费能源可耻”的良好社会氛围。全市公共机构广大干部职工要增强能源资源忧患意识和责任担当，积极争当节能工作的组织者、推动者和监督者。要从我做起，从一点一滴做起，珍惜每一度电、每一升油、每一滴水、每一张纸，倡导绿色办公、低碳生活理念和生活方式，自觉养成健康、文明、节俭的良好习惯。

二、努力创建节约型公共机构

要大力开展节约型公共机构创建活动。加强电梯管理，提倡3层以下不坐电梯。加强空调管理，充分利用自然风，少开或不开空调;改进空调运行，严格执行夏季空调室内不低于26℃、冬季不高于20℃的设置标准。加强节水管理，大力推广使用节水型器具，自觉养成节水习惯，做到惜水、节水。注重办公节能，减少办公设备待机耗能和一次性办公用品消耗，推行电子政务，倡导无纸化办公和双面用纸，减少纸质文件印发。重视会议节能，压减会议时间和规模，提倡召开电视电话会议和视频会议。加强公务用车管理，降低油耗，提倡拼车和集中乘车。加大政府采购节能力度。要严格执行国家有关强制采购或优先采购的规定，采购列入节能产品政府采购清单和环境标志产品政府采购清单中的产品。严禁采购国家明令禁止使用的高消耗、低效率设备和产品。

三、积极参与能源紧缺体验和绿色低碳出行活动

6月10日“全国低碳日”当天，全市各级公共机构要同步举办能源紧缺体验和绿色低碳出行活动，采用停开空调、停开低层电梯(六层以下)和关闭公共区域照明等方式进行能源紧缺体验。积极践行“135”出行方案(即1公里内步行，3公里内骑自行车，5公里内乘坐公共交通工具)，以绿色低碳的出行方式支持节能减排。

节约能源资源，保护生态环境，功在当代，利在千秋。让我们携手同行，以实际行动为建设绿色茂名贡献力量!
