Protecting intellectual property rights is an important means to strengthen technological innovation, an effective way to enhance regional economic competitiveness, and a prerequisite and guarantee for encouraging innovation; It is an urgent need to enhance the ability of independent innovation and build an innovative country; It is an urgent need to enhance the market competitiveness of enterprises and improve their core competitiveness; It is an urgent need to open wider to the outside world and achieve mutual benefit and win-win results. Intellectual property related departments are managers of intellectual property rights and the main force for intellectual property protection. They have the obligation and responsibility to undertake the historical mission of enhancing independent innovation capability and strengthening intellectual property protection. Starting from me, starting from now, we will strengthen consensus, act in unison, work together, and strive to raise the awareness of intellectual property protection in the whole society in a good atmosphere of "respecting knowledge, labor, talents and creation". To this end, we issue an initiative to the whole society:

1. Enhance the awareness of intellectual property protection, follow the prevailing rules of international trade, and maintain the market economic order. Let us consciously follow the principles of voluntariness, equality, fairness and good faith, respect and protect intellectual property rights, observe professional ethics, and safeguard the legitimate rights and interests of intellectual property rights holders and consumers.

2. Establish and improve the independent innovation mechanism and actively carry out independent innovation activities. Encourage the creation of key technologies and well-known brands with independent intellectual property rights, accelerate the promotion of intellectual property strategies of enterprises and institutions, and improve the ability to create, manage, use and protect intellectual property rights.
